The party is built from the ward, not from the capital. A ward executive is the level at which most members will ever encounter the party, and it is the level at which most parties are weakest.
Every ward has a named executive. Every local government has a working committee drawn from its wards. The state executive is drawn from the local governments. Decisions flow downward with a record, and issues flow upward with a name attached, which is what makes the structure something other than an organisational chart on a wall.
